Legal Question in Family Law in California

I divorced my husband after 27 years of marriage and was awarded spousal support. Now, after 10 years, he wants to permanently end the alimony claiming he's paid long enough and that my elderly parents should support me. He's also seeking alimony from me. I was recently laid-off and am currently unemployed. This is in California. Is there a motion to dismiss form that I can fill out and file?

No. Why would you have any right to dismiss his motion? Regardless of whether he is actually entitled to anything he is asking the court to order, what would give you the right to deny him his day in court? You need to respond to the motion or OSC, and make your case for why his request should be denied. If his request was filed by an attorney, you probably need one too, since pro per parties rarely win against an attorney in these kinds of hearings.
