We are Divorcing, My wife purchased a vehicle and made 4 payments, I paid off the balance of 23,000 with a personal injury settlement for injuries received before the marriage, Do I have rights to the money back, or car ownership, when the title is in her name only?

If you can prove the money put into the car is your separate property and you did not transmute the money by gifting it to your wife to buy the car, then you should be entitled to reimbursement for those personal injury proceeds.
