DNA testing law

My fiance has a child support case that has not done a DNA testing yet, child is 12 yrs old, he knows about it since 1999. what is the most recent law on DNA testing at this point? can he still do a DNA testing? Where on the internet would I find the '' law qoutation'' on DNA?

My understanding of the facts is that he has a support order that was established in 1999. Unless mom is willing to do the dna test it is unlikely that he can get a court order for the dna test. the court does not want to undermine a court order that been in existance for several years.
