domestic partnership under age 62 followup

Can opposite couples under the age of 62 enter into a domestic partnership and be awarded the same benefit? ie. health insurance, name change, joint tax return and everything else that comes along with a DP in California? It looks like on the city level it's allowed up here - does this hold any water?
