Legal Question in Family Law in California

domestic violence

my sister and her boyfriend had a domestic dispute,both had bruises. The following day the mother and brother of the boyfriend showed up at my sisters/his resisdents trying to start a fight. My sister called the police and told them what was going on. The police only took my sister to jail,(felony domestic violence),and he walked away with a ticket!!! how is that possible?? Dont the law understand that thats how people get so upset of an injustice that they want to murder the guilty person that walks away without any charges?? We want him arrested ,the police took pictures of my sisters injuries, besides she is a woman and had to defend herself,we bailed her out yesterday..how can we get him??? PLEASE HELP!!
