Drug addicted ex husband doesn't disserve our kids

MY ex husband lives in CA, I live in PA with our children. I have sole custody he had visitation every other weekend before he ran. He does not pay child support and he is on drugs and is not a good influnce on our daughters. I want to make sure my parents get custody of our kids if I die. Will a living will cover that? Do I have to get his permission?

The children live in PA. That is the law that applies to the children. Contact an attorney in PA.
