How effective is the restraining order on the back of the FL-210?

It reads that is a Standard Restraining Order - Summons

Uniform Parentage Act, Petition for Custody

I am serving papers to the other parent and I want to make sure that the parent will not remove the child from the state, until the court hearing.

That restraining order is part of what are commonly called ATROS, or automatic temporary restraining orders. They are automatically in place when the summons is served on the respondent.

In my experience, they are effective when enforced. What that means is that the parties tend not to read the summons carefully when they are served, but courts and law enforcement will enforce them if you can prove the responding party was properly served.
