Legal Question in Family Law in California

Emotional abuse/arrest/restraining order/fear

In a nutshell - my sister was out of town with hubbie (700 miles from home), she told him she wanted divorce and he lost it. They had an altercation and afterwards he turned her in to the police and had her arrested for Domestic Violence. Brother had to bail her out and take care of her for 2 weeks 'cause hubbie filed restraining order.

After 2 weeks, she was able to return home and convinced him to stay at hotel. Now he's forcing himself back and police won't let her file restraining order (she has photos of bruses from previous altercatin - all charges dropped). Her professional license is on hold pending review of the arrest charges.

He has changed passwords on bank accounts and blocked her from accessing $$$.

Can't get legal representation because she can't access the $$$. He is retired officer from military with pension and currently Govt employee making $$$$. This is a multi decade marriage with 2 children and years of emotional abuse kept under covers. He's a typical narrcicist and abuser by proxy.

How can she get legal help and protection?

She needs to start the process and get some protective orders. Maybe she could borrow a little money to get the process started. I would suggest that $500 could get her started. Have her call me. Good Luck, Pat McCrary
