Legal Question in Family Law in California

Enforcement

I have been divorced 1 years as of 12-18-2003. The final decree states that no changes can be made insurance policies, 401k ect.. until 21k debt is paid in full to me. He has until 12-18-2004 to pay in full without interest. He has not complied with the final decree. Can I enforce my settlement now because of his actions? I signed a quitclaim deed so he could close on the house in the middle of our divorce and it states I should be paid fair market value for my half of the house. How do I enforce this action. Thanks
