Ex-Husband fighting fiances move

I am a Marine stationed in southern California. I have a fiance in northern California. She has two children from a previous marriage. They have joint custody, with my fiance having physical custody. We plan on getting married, and having her and her children move to S. California. This will move them approximately 8 hours from thier father. We have no intentions of keeping the children from the father. But my fiance is afraid that her ex will take legal action to stop her from moving. It states in the divorce, that the children cant be moved from the state of California. Can he take any action to prevent her moving?
