Can my Ex's new Boyfriend stop me from talking to her and my daughter?

Recently my ex's boyfriend has gotten extremely and unjustifiably jealous and blocked off all communication with me and my ex and our daughter. There are no hard feelings between me and my ex and they live in WA while I live in CA. I haven't seen my daughter in about two years but like to get updates in regards to how she is doing and talk to her on the phone, also we used to do a kind of visitation via the computer and the webcam until the jealous boyfriend shut off the webcam and restricted her use of the computer. What can I do?

He is doing it. You should go to court and obtain a court order for visitation and telephone contact, including web cam contact. The new boy friend is so jealous that he may present a danger to your daughter. His conduct does not seem to me to be rational. Further is he attempting to cover up abuse.
