Legal Question in Family Law in California

My ex-wife and I have custodial agreement in CA relating to our 6y/o daughter. My ex-wife moved to Washington state with my daughter (with my permission) and I moved back to PA where we had originally come from. Can I petition PA to take over jurisdiction of our custody order or can it be done only in Washington state by her mother?

When both parents have left the state of original jurisdiction, either parent can move to have the case transferred to the new primary state of residence of the child. This is a two step process. First you file in the original state to relinquish jurisdiction, and then in the new home state of the child to take over.
