false drug/alcohol use accusations with cps

ex boyfriend seeking revenge for an argument 1 day prior called cps on me accusing me of what in fact I actually left him for, using drugs. I tested and of course all was fine but I had friends and neighbor talk to the cps worker so she would know HE was the user and so she asked him the original initiator of the call to cps to drug test. It was on a friday and he wasnt doing anything but insisted on waiting and going on monday. He was being ''difficult''. (He tested on that following Monday and came up clean Im sure he used a cleaner of some sort) I asked if his being difficult was noted in the report and she replied yes. I asked for a copy and she said she couldnt give me one. Do I not have a right to this report and how can I obtain one so I can use in court? I have a feeling hes gonna try this again cuz a week ago he sent me text messages saying that since I keep accusing him of being a drug user I shouldnt mind random drug testing for both of us.

CPS reports are normally available to the public.
