false restraining orders in custody battles

how can a father keep the child from leaving the state when the mother uses false restraining orders in custody battle and has not made contact with the father on the childs whereabouts.

What is a "false restraining order?" Does the mother have custody? Do you have custody? For you to get a restraining order, you need to serve papers on the mother, either by personal service or by publication. To be able to serve by publication, you need to convince a judge you have tried hard to find the person you want to serve that way.
