Legal Question in Family Law in California

Im currently in family court. Petitioner(father)has a lawyer I the mother do not. I am currently getting ready to start professional supervised visitation. I am ordered by the judge to pay for this myself. I am not currently working. The judge told me if I cant pay for the supervised visitation then I cannot see her. Is there anyway to make petitioner responsible for the payment of these visits. If I cant afford to pay I am not able to see my daughter. There is something hugely wrong with this. There has never been any harm brought to my child. There is nothing petitioner has brought to court to make me a bad parent. The only thing that is evident is that I had a brief relapse with drug use which I have admitted to. That relapse was long after petitioner took my daughter. There is also proof of that. Also I am currently involved in family treatment court. Can anyone help me understand this situation?
