is it ethical for an attorney appointed to represent a child under family code 3150 to submit a document to the court in which the attorney states his belief or conclusion that his client is not to be believed?

It depends on the situation. The child's attorney's duty is the best interest of the child, not the same as an adult. So it could be proper. Good Luck, Pat McCrary
