my ex wife left our son with me and left the country. She was not in contact with our son 12years. Can I petition for termination of parental rights of the mother?

Maybe, but courts are relunctant to terminate parental rights absent some evidence of abuse or neglect. I suppose you could argue that she neglected the children by abandoning them. In the alternative, you could ask for sole legal and physical custody, and a child support order. If the mother ever comes back to the US she would owe you a large amount of back support.
