Family Law/Adoption of Niece

My brother is in jail for physical abuse to my 4 yr old niece. Her mother died shortly after her birth. Although my mother helped raise this child since birth, DCFS claims that she is unfit. My niece has been placed with my brothers girlfriend's mother and DCFS has recommended this person to adopt my niece. My husband and I would like to adopt her, but it does not look like we will be able to b/c DCFS is pushing for this non-relative to adopt her. I need to appear in court soon to plead my case to the judge. What should I do?
