Father back owes child support, help?

Asking for legal advice for my girlfriend's family. Her dad backowes on child support a lot, and constantly doesn't pay child support on time or at all. He claims he doesn't have to pay for my girlfriend anymore, which is fine because she's 18 (almost 19) and graduated high school, but he back owes a lot on her that he never paid, and says he doesn't have to pay that anymore either. he lives in indiana with his girlfriend, where i've seen firsthand (i lived there for a while)that it's mostly his girlfriend paying the child support (after girlfriend's mother calls about 4 times each month) and not him. He's does carpet and gets paid cash so the gov doesn't garnish his wages.

If he goes to court, will my girlfriend's mom get payed all the back-owed at once (he owes around 36,000 i think) or will she still have to wait? it's killing her, even me, her daughters boyfriend, at times has to give her money so that she can pay rent and not lose the house. is there anyway to force him to pay and is it illegal that his girlfriend is paying the childsupport with her money? he has a court date on august already, i(we) want to know what to expect.

Contact the local US attorney and report his failure to pay child support. Then ask the US attorney to take action to collect the child support arrears and current support. The amount that he owes in back support makes it a federal felony. The US attorney can get a warrant for his arrest and have him brought to California for trial. In California child support is due until it is paid.
