can the father of our child claim the child even if he has not been involved with the child not seen or heard from in 2 years

You will have to define "claim." Other than taxes, which he clearly is not legally allowed to do if he has been absent from the child's life, parents can't "claim" children.

Unless you legally terminated the fathers parental rights, your child has a right to develop a parenting relationship with his father.
