If you are concerned that the father is using illegal drugs while have custody of the children, then you should contact the police or CPS to ask for information on how to proceed. Bear in mind that if they do an investigation and no evidence of drugs is found, then you will end up looking bad, for making a false report. It's not uncommon for one parent to try to report the other to CPS for violations of the law, that may not be the case. So just keep that in mind when making any reports. You should be absolutely sure that some illegal behavior is going on.
