Legal Question in Family Law in California

The father of my children is on drugs not working/going to school, does not make the kids go to school and he calls them names and yells at them when he is comming down off of drugs. We have joint custody They live in Mckinleyville CA and I live in Morro Bay CA He wont let me see, talk or send anything to the kids what can I do to move the kids down here to better there lives? Can I open a case down here so I can still do my schooling?

You have to file in the court that ordered your joint custody in the first place.
