I'm a father looking to file joint custody papers to my Ex-girlfriend. We were never married and no paper work of any kind have. We were never married and no paper work of any kind have been filed before in this matter. I live in California." What paper work is needed and what should my first steps be. I do not wish to hire an attorney.

Not wanting to hire an attorney is your first mistake. There is an old saying, "He who represents himself, has a fool for a client".
You have to decide whether your are serious about what you want to accomplish.

I don't agree with Mr. Besser that it is always a mistake to be self-represented in Family Court. If the proceedings are not hotly disputed and both parties are self-represented, it is quite reasonable to do the work yourself. If the mother is going to fight you on it, and especially if she hires an attorney, however, you are somewhere between likely and certain to get thrashed in court without an attorney.
