Father filing to terminate parental rights

The father of my 14 month old advised me that he is filing to terminate parental rights. I am in CA, he is in NC. Mother has sole legal physical custody of the child with no visitation to father. Father pays child support and sends gifts. The child and father have seen each other on web cam, but not in person.

Father advised that he's spoken to an attorney that advised him, because him and the child have never bonded that the court would grant it. Is this true? Mother has a court order to garnish wages for child support. Is he still ordered to pay child support, if granted?

If mother and the child are in Califronia father cannot cutof his duty to pay child support. Further there are federal laws that govern the duty to pay child support when the parents do not live in the same state.
