father hiding income to avoid child support

the father of my daughters children took a job as independent contractor for a newspaper. My husband was temporarily working for the newspaper and got him the job and trained him. However, when it came time for him to sign the contract, he had the route put in new wifes name even tho he does the work. Newspaper was aware that he would be delivering newspaper. Newspaper sends check in wife's name therefore no money can be taken out for child support. Circ. Mgr. at Newspaper was notified about this scam but nothing has changed. Can anything be done? What about newspapers culpability.

You can do something about this, but it is really complex and too much if you are not an attorney. Do you have one?
