father is incarcerated in california. wife and 3 kids moved to California with father's nuclear family. after 4 years, wife wants a seperation and take the kids out of state leaving grandparents, family, behind. does incarcerated father have rights to stop the children from leaving the state?

If she doesn't file then father may consider filing himself for dissolution/legal separation and then grandparents (non-parents) have standing to request visitation. That may hinder the move out of state.
