You have not provided some essential information. First did father take the child or children with him. Second is there a court order for custody and visitation. If father left the state and did not take the children you can go to court to enforce a child support order, or obtain a child support order. If father took the children out of the state and there is not an existing custody and visitation order then you should file the appropriate action to obtain such an order, and a request that he immediately return the children to California. If there is a custody and visitation order then get a certified copy of the court order and take it to the district attorney's office and ask for help you have the children returned to you. consulting with an attorney with a copy of all the paper work you have will you to obtain a better response as to your options.
