Sec. 20-49.10 of the Virginia Code entitled "Relief From Legal Determination of Paternity" should provide the remedy which you're seeking for your particular situation.

This statute in effect allows you to file a request for a DNA test to determine whether you're the father of the child in question, no matter what prior legal determinations may have been made in the matter, and to obtain the desired relief if in fact the results of the test conclusively show that you in fact are not the father of the child whose parentage may be in dispute.

Since you were excluded as the father in San Diego there should have been a judgment that you are not the father. If there is a judgment a certified copy from the San Diego court should satisfy the court in Virgina that you are not the father.
