Can a father or mother go to jail or be held in contempt if they do not see the child as agreed in a court hearing?

No. Custodial time is generally considered a right, not an order to have custody at those times. Consistent failure to take custodial time that has been granted, is however grounds to have the custodial time cut back and child support paid increased or received decreased, as the case may be.
