If father doesn't pay for child support, why does he still have the right to see

My ex-huband owes me close to $10,000 in child support. He has said that he has not been working for two years. He ran off to the circus to work, and now he is back into town. He still feels that he is obligated to pay because he thinks that ''I'm going to be rich'' The DA is trying to work with me, but it seems that nothing gets accomplish. He still sees the children, but I ask myself. If he ''is not'' working, then how can he be able to feed my children, when he has them, if its for the child's best interest. Why is it that the courts, can't see that?

Child support and visitation are by statute and case law separate issues. The only link between them iis that the per cent of visitation coes affect the amount of child support.
