Legal Question in Family Law in California

The Father is paying for the child's health insurance. Every time I take him to his pediatrician I get a bill. Can he pay me back? He also blocked the emails I would send and refuse to have any contact with me and his child . He is currently paying me child support and still owes me.

If you do not have an order that the parties share the childs uninsured health care costs, this alone is justification to return to court on a motion to address this expense. It also sounds like you need an order from the court to establish support arrears, get a wage assignment so the support can be paid directly to you from the biodad's employer and possibly an increase in support if the percentage time share is less than what was used to calculate fathers time with the child when you got your last child support order.
