Legal Question in Family Law in California
I feel I meet all the criteria for a Duke order but understand that they are rarely granted, why is that?

Because they don't exist in the "Duke" form anymore. They were superseded by the legislature which passed a much more restrictive and specific law on the subject. New laws supersede court opinions, at least when intended to do so.
