Should i file to take custody of my child, if the father hasnt been present and all of a sudden he wants to come into her life and try to take her with him?

If you do not have a parenting order, then it would be very important to get one to establish the existing parenting plan. Just because father expects more time does not mean that this increase at this time in the child's life is in her best interests. Child custody and parenting issues are unique to each family system. Best course of action is to meet with an attorney to discuss your legal options in order that you explore all of you and your daughters legal rights.
