if i file a motion for custody or visitation and the father decides not to show in court, what are my legal options

The options are not yours. They are the court's. The court may consider and rule on your motion without him (meaning you may or may not get what you ask for), the court may continue the motion and direct you to give further or better notice to the father (with or without a temporary order in the interim), or the court may grant your motion by default.
