If I file a Motion to Quash Service of Summons and Vacate Jurisdiction how long do I have to serve the other party and how long do they have after they've received the Motion do they have to respond?

You have to serve the motion 16 Court days (not calendar days) prior to the hearing. If you serve the motion by mail, you add 5 more days. The other party's response is due 9 Court days before the hearing and must be served by a way that ensures delivery by the close of business the following day (i.e. overnight mail or personal service).
