how can I file perjury charges against my ex concerning her financial statement, which in turn influenced the judge to award her support?

You don't. Perjury is a crime, and criminal charges are filed by district attorneys. Only the district attorney has the discretion to determine whether or not to file charges after law enforcement have brought a matter to his or her attention.

Of course you can report it to the police. Using their discretion they may request the District Attorney to obtain an arrest warrant.
