Legal Question in Family Law in California

need to file Qualified Domestic Relations Order

My ex-husband stated in our divorce decree that he receives only Social Security and Disabilty pay from the USN and I was not entitled to receive compensation because of his disabilty status. I recently found out that he also receives a portion of Retirement from the USN and we were married for 21 yrs and I should be entitled to 50% of his retirement. I reside in California and he resides in the state of Washington where our divorce was. Could you help in the filing of the QDRO ?
