If you already filed for divorce at California courthouse on a missing spouse of approximately three years, can or should you also file divorce public notice in any newspaper's classified section to speed up process?

It depends on whether or not you had the divorce petition and the summons served on the spouse. If they went missing after the petition was served, you don't have to serve them anymore. If you did not have them served, and can't locate them, then you will have to serve by publication. This kind of service is problematic in family law cases. There is an ex parte procedure to follow, to obtain an order to serve by publication from the court. I see that you mention three (3) years. Have you received a warning of impending dismissal from the court?
