have not yet filed for a divorce, but can a husband shut off the wifes only phone that is on the husbands account?

If you have no court orders preventing the phone from being shut off, you need to ask for this relief when you file and serve your divorce petition along with a motion dealing with this and any other issues that may need the courts immediate attention.

Unless there is a court order in place against it, it is perfectly legal for him to do what he wants with his account.
