Legal Question in Family Law in California

I just filed for divorce. How do I serve the respondent who lives out of the country? Does a 3rd party need to hand deliver or do certified mail?

You won't like the answer. You have to serve under the Hague Convention (google it). The process is mandatory, and unbelievably complicated even for lawyers.
