Legal Question in Family Law in California

How much can you find out about adoptions in California?

I have a friend who is adopted.He has been told that in the state of:California.He would have to go to court and see a judge to have his adoption file opened.Is this normal??? Why would his files be sealed as they put it???Thank you for any information.

Many mothers were promissed confidentiality when they gave up their children for adoption. Therefore, a judge has to determine the rights of a monther versus the rights of a child. There are many internet sites which explain more.
