foreign wife, american husband. foreign wife who does not live in america wishes to file for a divorce in america. can she do that?

Depends on state. Most states require some form of residence prior to filing. What state does husband live in? Why is spouse not living in America? Potential arguements could be make to excuse residency. More facts are needed.

That answer is not entirely correct. Wife could file in the jurisdiction where the husband lives by agreeing to that jurisdiction. Good luck!
