Legal Question in Family Law in California

I just found out that my child support order is still valid against my ex husband from when I had an open case against him. I opened a new case after 22 months. Does he have to pay back child support?

You leave out a lot of details. I do not understand why you have opened a new case when you have existing orders. All orders should be in one case, and modified if necessary in the original case.
