How to freeze on-line accounts prior to divorce

Divorce - no children, 2 houses as communal property, 3 cars and lots of on-line accessible accounts.

How to put a freeze on the accounts to prevent the husband from drawing out the money?...

Also - need a referal to a layer in No CA - this one will not be a frindly one... :(
