Legal Question in Family Law in California

I have a friend who is dying from aids. Recently, he had his 2 year old daughter taken away from him, (she's with his sister), I guess child services took over. Any ways, my question for him is, how could he get his daughter back home with him because he only has about 3 months to live and he wants to spend all his time with her
