Legal Question in Family Law in California

Hi I have a friend who has sole and legal custody of her daughter. Her ex has none but she let her daughter spend a year with her dad then he was supposed to return her back to her mom. Now he said he won't return her at all. Is he braking the law?

The situation that you report can consist of a change of circumstances requiring a reevaluation of the time share with the child. Though it is correct that the court order has not changed, the circumstances surrounding parenting has.
