If I have full legal custody, can my children attend public school in the district of the other parent?

Yes the school district can be anywhere the parents agree. If the parents do not agree then that matter will come before the court on the appropriate school district. It seems strange that you have full custody and yet hte children are not residing in your school district. You should ask the other parent whether they have an objection to have you register the kids in a school district closer to you. You don't want to uproot children if they have been at the school district for a long time, then it would require a court order to change.
