Gaining custody of children in Foster Care

My sons girlfriend has two children. She is divorced w/ joint custody. She lives in Colorado, Ex lives in California. Her exspouse had children in California. He abused children and they have been placed in Foster Care. How can she regain full custody of her children?

She needs to contact the juvenile court and department of family and children's services in the county in which the children were taken. She should ask to be allowed to appear at the next hearing by telephone. If she can afford it she should retain an attorney to represent her. If unable to retain an attorney then she should request the appointment of an attorney.
