You must file in the court where the guardianship was granted.
Re: how do i get gaurdianship back
Since your parents live in California and the child is there, presumtively that is where the petition for guardianship was filed. That being the case you would file in California.

NOW, IN RESPONSE TO YOUR INQUIRY --
The facts that you have provided are not clear
enough and/or complete enough to provide a
definitive answer to you inquiry; however, I would
say simply file to TERMINATE the guardianship in the same court that granted the guardianship. In California you use what basically is a one-page form.
