Legal Question in Family Law in California

If you give a person power of attorney and someone else is listed also if .the other is unwilling to serve as power of attorney. Then the first one doesn't show up at the time that it is notarize and the notary only notarizes the second person who serves a power of attorney. Can the first person come back after 6 months later and claim to be the power of attorney??
